Plot Synopsis
In a radical rehabilitation program a hardened convict is removed from prison and put to work in the Philadelphia police department, lending his expertise in fighting crime. With the help of his skeptical captain the ex-con turns into a natural supercop-stopping gangsters, drug lords and slimeballs.
