Plot Synopsis
An inventive meteorologist is approached by a top secret government project leader who wants him to teach them how to manipulate the weather, using his new storm generator. He soon discovers the covert group is out to destroy countries that are in conflict with U.S. policies. They take over his equipment and their plan goes awry forcing the heroic inventor to save Los Angeles from a 400 miles-per-hour storm.
