Plot Synopsis

Engineers devise solutions for some of the world's most ambitious mega-projects. One group wants to build a dome over Houston to save the city from heat, hurricanes and other natural disasters. Another group wants to save New Orleans -- not by building better canals and levees, but by turning it into a floating city.
