Plot Synopsis

Each day, Charleston 'Charlie' Tucker, a top CIA analyst, assembles the President's Daily Briefing. Because President Constance Payton is faced with hundreds of life-and-death decisions, Charlie must prioritize the biggest international crises and most vital security issues facing the country, which requires moral and political judgment calls by Charlie and her brilliant analysts. Aside from the political minefields she has to walk, Charlie has a close personal relationship with the President because she was once engaged to her son before a tragic terrorist attack took his life. Charlie still can't remember what happened one year earlier when the diplomatic convoy she was on was attacked in Kabul, as she and then-Senator Payton made it out alive, but Charlie's fiance, Aaron, was not so lucky. Having survived the attack, Charlie is now determined to bring the perpetrator to justice, and she'll have to make a choice: try and avenge Aaron's death by going after Fatah, the terrorist responsible for the convoy attack, or hold off in favor of taking down his entire network in the future. Navigating a complex personal life and a pressure-cooker profession is, of course, a challenge, and Charlie sometimes engages in boundary-pushing behavior to avoid facing her grief. But when the clock strikes 2am, she is all about her job: protecting her nation, serving her President and still trying to get to the bottom of her fiance's murder that will reveal itself as a shocking mystery. Katherine Heigl is an executive producer for STATE OF AFFAIRS.

Meanwhile, President Payton faces adversity after Victor Gantry, the head of TKG, threatens to tell the public that Sheikh Hakam doesn't exist. David Patrick, unaware of the TKG meetings, threatens to quit after being left in the dark and the 7th floor team gathers to do whatever they can to help Charlie, who is off the grid, halfway across the world.
